The Chautauqua, Cattaraugus, Allegany, and Steuben Southern Tier Extension Railroad Authority, more commonly known as the Southern Tier Extension Railroad Authority or STERA was formed in the Summer of 2000, at the request of the four New York counties. The NYS Legislature created the Chautauqua, Cattaraugus, Allegany, and Steuben Southern Tier Extension Railroad Authority (STERA) as a local public authority. The STERA board is comprised of 13 members and each of the representative counties appoints 3 members to the STERA board while the Southern Tier West RP&DB appoints one member.
STERA is currently involved with two railroad lines: the Southern Tier Extension Line and the Buffalo Line. The Southern Tier Extension is a 145-mile long rail line (a segment of the former Erie-Lackawanna mainline) that runs between Corry, PA and Hornell, NY. The Buffalo Line is a 40-mile long rail line that runs between Machias Junction and Cattaraugus County, NY and the PA state line at Portville, NY. The operator of both lines is the Western New York and Pennsylvania Railroad, LLC. Norfolk Southern has trackage rights on both lines.
STERA works closely with both WNYP and NYS DOT on rehabilitation and improvement projects on both lines. STERA’s current construction projects include the rehabilitation of 5 rail bridges on the Southern Tier Extension Line and tie installation and the rehabilitation of 4 grade crossings on the Buffalo Line. STERA recently completed a track realignment and bridge repair project on the Southern Tier Extension.
